AMD processors seeing performance drops of up to 15% on Windows 11

Several AMD chips are seeing major performance drops after updating to Windows 11.

What you need to know

  • Some PCs with AMD processors are seeing performance drops of up to 15% when running Windows 11.
  • There are two issues contributing to performance drops; a cache-related problem and an issue involving AMD's preferred core technology.
  • An upcoming Windows 11 update should address both of these issues, and it's expected to ship this month.

Windows 11 started rolling out to PCs earlier this week, but some devices have issues with the new operating system. PCs with AMD processors may run into bugs that reduce system performance by as much as 15%. There are two separate issues that reduce performance. One causes cache latency to increase by three times. The other issue involves AMD's preferred core technology.

A support document from AMD outlines the issues:

Known Performance Changes Impact Resolution
Measured and functional L3 cache latency may increase by ~3X. ◦ Applications sensitive to memory subsystem access time may be impacted.
◦ Expected performance impact of 3-5% in affected applications, 10-15% outliers possible in games commonly used for eSports.
A Windows update is in development to address this issue with expected availability in October of 2021.
UEFI CPPC2 ("preferred core") may not preferentially schedule threads on a processor's fastest core. ◦ Applications sensitive to the performance of one or a few CPU threads may exhibit reduced performance.
◦ Performance impact may be more detectable in >8-core processors above 65W TDP.
A software update is in development to address this issue with expected availability in October of 2021.

AMD's preferred core technology shifts threads to the fastest core on a processor. When this doesn't work correctly, performance can drop. AMD notes that 8-core processors with a TDP above 65W may be more affected by the recently discovered issue.

Microsoft has a support document that lists all AMD chips that are compatible with Windows 11. Several Ryzen and Threadripper support Microsoft's new OS.

Both Microsoft and AMD are investigating the issues. A Windows update with fixes for the issues should arrive at some point in October 2021.
