Until Playground announces the two expansions included in the Expansions Bundle, though, this DLC is a mystery.

However, Playground Games has ambitious plans to expand Forza Horizon 5 after launch with free updates and two full-blown expansions. While players won't get these expansions when buying Forza Horizon 5, you can still purchase the Expansions Bundle DLC to be first in line when they do release.
However, the Forza Horizon 5 Expansions Bundle DLC is relatively expensive compared to other DLCs — all of which provide immediate benefits right now — while nothing is known about what's to come in FH5's two expansions, or even when they can be expected. This means the value of the Expansions Bundle is dubious at best.
