Chinese Military Labs Still Have Access to Intel & NVIDIA Hardware Despite Restrictions

To restrict the use of American technology for these activities, the U.S. Department of Commerce has placed hundreds of Chinese organizations involved in military and nuclear research on a blacklist. Nevertheless, the Wall Street Journal’s research indicates that these organizations may still buy vital gear without any restrictions on the open market. 

Despite being on the U.S. export blacklist since 1997, the government-run China Academy of Engineering Physics (CAEP) continues to utilize computers with Intel Xeon Gold processors and NVIDIA GeForce RTX graphics cards, according to its research papers seen by the Wall Street Journal. Although Intel and NVIDIA are unable to sell these CPUs and graphics cards directly to CAEP, they are still accessible via online shops like AliExpress and Taobao.

CAEP Helps in Enhancing Nuclear Capabilities of China Which is Trouble for the US 

The China Academy of Engineering Physics carries out research across a variety of disciplines. Chinese nuclear program benefited greatly from the contributions of physicists from CAEP, who also worked on the nation’s first hydrogen bomb. Although it is claimed that China has more than 400 nuclear weapons and might have up to 1,500 in the stockpile by 2035, U.S. officials do not want China to enhance its nuclear capabilities further.

Chinese businesses now employ consumer-grade CPUs and GPUs for their high-performance computing requirements to support their research, as a result of the Trump and Biden administrations’ attempts to curtail China’s nuclear and military research and development.

Although it is impossible for the U.S. government to control every chip that American companies sell, CAEP continues to use PCs and servers built on cutting-edge Intel and NVIDIA hardware. This is especially true when you consider that China will buy more than a third of all chips produced worldwide in 2021. For instance, systems powered by Intel CPUs and NVIDIA V100 GPUs were included in 2020 CAEP procurement contracts.

As the CAEP has been transparent about employing the tools and technology, this regrettable revelation is not being kept from the American people or government. It’s unclear what other measures U.S. authorities intend to take to halt China’s development of new weapons.
